Hospital as an important element in public services in the health sector. The encouragement of independence and competition has resulted in this health service being increasingly expensive for the community, including inpatient services that have not met expectations. This condition, if it continues to occur, can result in the development of the quality of human resources which is increasingly deteriorating due to the existence of a hospital which is a solution for health services, especially inpatient care, but instead becomes part of the health service problem itself.
The low level of supervision is due to the low performance of hospital employees in carrying out their duties, so that there is an assumption that this is due to the low implementation of one of the administrative functions, namely the implementation of supervision carried out by the leadership of public hospitals. Based on the results of observations in the field, it can be seen that the weakness of supervision is indicated by the weakness of reprimands or sanctions given to employees who are negligent in doing their work, this can be due to excessive familiar influences in the work environment, and the seniority factor is still in effect, in this case if a violation is committed. by employees who have a high level of seniority, there has been no firm action, and there is still a lack of hospital leadership to directly supervise employees in carrying out work. So that the weak supervision can affect the report on the results of the work which only tells about things that are fine.
