Abstract

The development of the number of academicians on campus is increasing,
along with the increasing number of students registered on campus. This causes an
increase in the number of vehicle users on campus. Security officers who are tasked
with regulating campus residents to park their vehicles cannot monitor vehicles
periodically. Based on this, an efficient and effective monitoring system is needed
for officers to monitor illegal parking at Jakarta Global University (JGU). The
system built uses several components, including ESP32-Cam, NodeMCU, and DF-
Player with the You Only Look Once (YOLO) version 3 method. Based on the test
results, the author found that the system successfully detected motorbikes with an
average accuracy of 94.64%, with the fastest detection speed at a distance of 300cm
with an average time of 2.84 s and the longest at a distance of 1200cm with an average time of 5.39 s. The average delay time for sending data is 9.411 ms, the average jitter is 16.309 ms and with a packet loss of 0. With the creation of this device and research, it is hoped that it will be able to help discipline JGU residents
to be orderly in parking their vehicles through monitoring of the system that has
